Reusing facilities for Circular Construction

Due to the limited duration of leases, a technical installation (cooling, ventilation, electrical installation) is usually not yet depreciated or obsolete when the a storefront changes Tenants. Yet they are also often not part of the rental property. With proper inspection beforehand and good engineering, it is often quite possible to incorporate existing installations into new plans. It is usually the visual components that must be incorporated into the design; the technology behind them is not always the deciding factor in the decision to retain or replace.

The study usually splits into two parts:

  • book examination (logs, maintenance history, recent inspections)
  • Technical recording

In doing so, the following are considered:

  • the age of the installation
  • recent maintenance and service history
  • the adaptability of the plant to the new design
  • opportunities for future maintenance
  • Providing a safe workplace in accordance with health and safety legislation
  • the compliance of the installation with current laws and regulations; fire safety requirements, insurance requirements

Based on this, a recommendation is made as to whether reuse is feasible and what the future maintenance and cost expectations are. The opportunities ear future maintenance are a not-to-be-forgotten part: sometimes certain types of installations are prone to failure or certain parts are no longer available from the original supplier. It is also important to determine whether the installation in the new situation still complies with laws and regulations, even if they have not yet been implemented.

Case for reuse

In this example in the center of Wijnegem, Belgium, it was recommended that the system be maintained for ventilation and cooling, including the indoor heat exchanger fed up from the shopping center. Apart from the obvious benefits of reuse for sustainability, this also results in savings of about 40 k. The installation here is less than 5 years old and meets today’s requirements just fine. The discharge grilles will be replaced in reincorporated into a new ceiling. The main electrical distribution system is also reusable and the cable tray structure is also maintained. For this, we often create separate demolition and disassembly drawings based on the initial situation. The part then retained for reuse we draw in the new situation.

And for new connections in walls and furniture, for example, it must be determined at what height they should be installed, and whether a socket or cable is required.

After completion, another inspection is done based on the completed installation. By definition, a new or expanded electrical system must be inspected. A completely new one should be inspected at all points, a modified one spot tested.
These inspections can be a consisting of a delivery inspection, NEN 1010 or 3140, a Commissioning report of a refrigeration gas installation (logbook) or Scios inspection. This will include the production of the mandatory new logbooks.
To assess the project’s compliance with health and safety laws and requirements for a good workplace, a light measurement can be performed. As part of a risk management plan, if the property has been unused for an extended period of time, a Legionella measurement and Legionella management plan can be prepared.
