Last week, the Hoogvliet in Capelle aan de IJssel opened. This is the 38th Hoogvliet for which we provided surveying and sizing, and the 16th Hoogvliet for which we provided construction supervision.

The supermarket construction process is a very specific discipline of building preparation and construction. Two things play an essential role: there is limited time and opportunity to do the technical survey in advance to identify the work needed. And the implementation is very time-bound: after all, opening day is planned before the start of construction.
Preliminary survey and surveying of the supermarket
For that reason, prior to design and drawings, we make a 3d scan of a store to create the underlay and lay down the structural condition with a condition measurement. Based on that, design and drawing work can take place.
We examine the architectural structure, the floors and the installations. We report in detail what needs to be changed and integrate this into our design models. We ensure that the entire architectural file is in line with all architectural changes. With this file, we ensure that all construction issues have been identified and solutions figured out before the remodel begins so that the completion date can be met.
Implementation guidance at Hoogvliet
With proper construction drawings and construction preparation, construction can then start within a very short turnaround time. Whether the guidance is called execution supervision, site management or project management, direction and supervision: it is a combination of those designations and tasks.
- Project leadership: guidance is not “following” but leading, directing: if issues emerge that require action, the project manager or project leader will take immediate action. After all, there is no room in the short lead time to accept downtime. Project management directs the construction team of contractor and installers, including installation of refrigeration, furniture and signage. But creating support among internal and external stakeholders (local residents) is also among the project leader’s tasks.
- Management: the project leader or project manager is also responsible for construction. From financial accountability (monitoring additional work due to changes and unforeseen circumstances) to monitoring VCA and construction safety. This also includes accounting for additional and less work and reviewing final and partial accounts.
- Supervision: quality assurance is also important: is the right quality delivered according to the underlying contracts and agreements? And if there are unforeseen circumstances: will the right starting point be prioritized to ensure that in the operational phase, the store functions properly?
In order to do this well, a daily presence is a requirement during implementation: after all, there are so many disciplines involved that require coordination and alignment even during implementation. This takes place during implementation on each day and at multiple times each day.
Each day there is a day-end where it is assessed whether the day’s schedule has been met and whether subsequent work can begin. If this is not the case, immediate consultations will be held with the parties involved to see how progress can still be secured.
